Funcom recently released the news in the forum said the server merge is not gonna happen.

According to Famine, there were some technical issues during the process of the server merge of 'Bloodspire' and 'Hyperborea' which makes it necessary to investigate the process in detail. They decided to roll those two servers back to the state before the merge to ensure that the players of those servers are not experiencing any unforeseen problems when logging back in with their characters. So both 'Bloodspire' as well as 'Hyperborea' will be coming back up in the same state as before.

One of Age of Conan players commented on this post said, “Better this than them trying to push it through and deal with the fallout later. These mergers are going to help AoC a lot, already seeing more activity in game lately. Once they get the new 70-80 zone in along with DX10 and offer some free playtime to old players I think numbers will start to come back up more than they are now. By then, more people will be done with WAR and WotLK and be looking for something else.”
